License Manager - I think...

Today we began receiving the message - "The terminal
server has exceeded the maximum number of allowed
connections." on our clients. We are licensed for 15 TS
CALs which should be plenty for us at this time. The
license manager is set up, albeit, maybe incorrectly. I
noticed that there are 20 licenses in total that were
issued. Some of the devices are no longer in service or
have been replaced, yet they consume a license. I tried
to 'de-activate' and 're-activate' to wipe the slate
clean. This didn't work. I need some guidance here (asap
of course). Ask questions back at me as I'm new to the TS
world.

Basically follow the steps in the KB pointed to below to walk you
through a telephone call with the Terminal Services Licensing Customer
Service Center who will help you reissue the CALs.

It's not completely clear to me which licenses are giving you
problems. Check the EventLog for more details.

If this is a problem with concurrent licenses (test: when you get
this error, let one TS client logout from the TS. Check then if
you can connect with the client that was refused), then the
problem lies with the normal server CALs, not the TS CALs. Check
in Control Panel - Licensing applet.

If you see Event 1004 (cannot issue client license), then it's a
problem with TS CALs.
Regarding the TS CALs which are issued to discarded clients: it
means that your TS CALs were installed *before* you applied SP3
(which included a TS Licensing Enhancement) to your TS and LS). To
get those licenses re-issued, you will have to phone the
Clearinghouse. Before you do, make sure that you run at least SP3,
to avoid this problem with the new licenses in the future.

The TS Licensing Enhancement adds an expiration date to permanent
TS licenses, That means that TS CALs that are not used anymore
will automatically be returned to the LS after 52-89 days.
