License Logging Server Fails to Load

We have a Win2K AD network. On our [primary] DC, the License Logging
Services fails to load. It tries to start, reports an error indicating it
failed to start in a reasonable amount of time, and then locks itself into a
"starting" state.

I searched Microsoft's KB, and found an article (#247794) that describes
what problems I am experiencing. However, that KB article refers to NT4
Server.

No major issues have resulted from this problem (so far). No other server
is experiencing the problem. Right now, the most I can tell that this is
affecting is a slow [re]boot time of the server, and error messages on all
the other servers stating that the licensing server on our main DC is not
running (Duh!).

To the best of my knowledge, the server in question does not have a virus,
nor has been recently infected and cleaned. Server is running SP4, with all
critical/security patches that applied to our network. Server acts as a DC,
DHCP Server, DNS Server and print server. Nothing else is installed on this
machine, including IIS/SNMP

Have you found a solution to this problem? I'm experiencing the same

Unfortunately, not yet. I have noticed an odd pattern to it. Some times
after about 4-6 hours the License Service starts. Other times it never
does. No entries can be found in the event viewer either way. I've begun
rebooting the server periodically throughout the day just for fun, to see if
will ever fix itself.
