I've lost the context of this thread, but yes, in a NT 4.0 domain
or a workgroup the W2K Licensing Server can be on any W2K member
server. You might have to hardcode the name of the LS in the
registry of the TS (even if they are on the same machine):

239107 - Establishing Preferred Windows 2000 Terminal Services
License Server
