licence upgrade from 32bit xp pro retail to xp 64bit

I would like to know if the program to have a free or low cost exchange of
retail xp pro sp1 licences to the more modern 64 bit edition is still going,
and if so how to take part.

I have two full XP Pro licences, one which came with my thinkpad and the
other which was bought as a full retail box in the UK.
