where can one change the function of the left button, so it will open
programs ith one mouse click?

Mouse properties are specified on the Mouse option
on the Control Panel.

Start Orb (bottom left hand corner) > Control Panel > Mouse

Open Windows Explorer and click Tools | Folder Options.
The choice is near the bottom of the first page.
 
Single or double click to open items has always been in the Folder Options,
not the rodent's
 
Control Panel - Folder Options - General tab.. section heading 'Click items
as follows.. check 'Single click to ..... '

Make a note of this such that you can change it back if one clicking gets to
be too much.. it can, for instance be a royal pain if you are into drag and
dropping files..
