Left Handed Mouse Seetings won't Stick

Hi,
I have a user that is left handed and has his mouse set
up to be Left handed in Control Panel. It works fine until
he reboots, then it switches back to a right handed mouse
and he has to redo the settings change in control panel. I
think there was a setting in W95 or NT4 that allowed the
left handed mouse to retain settings after reboot but I
can't recall it.

User-level setting is in HKCU\ControlPanel\Mouse, REG_SZ SwapMouseButtons,
data 0/1.
If this is the only user of that computer, edit
HCU\.Default\ControlPanel\Mouse key.
