Left Click Opens Folder, Can't Move Folder

I should be able to left-click on a folder, hold the click down, and then
drag the folder. When I left click in preparation to move a folder, the
folder maximizes.

You're not holding the left button down as you move the mouse. Windows
thinks that you double clicked.
