I am editing my personal video in movie maker. After making movie file
(DV-AVI format), motion in movie file are not smooth. When movie has left to
right motions, or right to left, it is coming as sudden changes and not
smooth movement as original dv-avi file which is downloaded from camcoder.

a DV-AVI file is hard to play smoothly, so it is probably just a playback
issue.... you can check it by rendering a lower quality WMV file and seeing
if it is smooth.... if so, then it's a playback issue which isn't important
as the DV-AVI file isn't used for playing.

I have burned VCD with this DV-AVI file. I can see jerky movement while
playing back at TV also. If i make movie in lower quality format, like wmv
(best playback on computer), I do not get significant jerks, but with higher
quality format I get jerky movements

What is the final product to be? VCD, DVD, Playback on PC?
As papajohn has said playback of the dv-avi can be jerky on the pc depending
on specs, what are they? and what you are using to view it?
VCD is a low quality movie, you may expect jerkiness on this on faster
moving motion, unless you have a really, really good encoder.
Make sure the pc has enough power to complete the task, and turn off all
items running in the background, see here for more info on getting the best
from your pc
