Leave on server

In Outlook 2003, if I do the following:-
Tools/e-mail accounts/view or change existing/next/change/more
settings/advanced/check "leave a copy of messages on the server",
it does indeed appear to leave messages on the server as more & more mailbox
capacity is used up.
But I cannot find a way of downloading a message a second time, so what is
the purpose of this feature?

Tools/e-mail accounts/view or change existing/next/change/more
settings/advanced/ THEN Uncheck "leave a copy of messages on the server",
The purpose is to allow folks to check their mail when away from home base
and then have them download when they return.
