Lcok down a Dynamic Web Template

I have a webpage that is going to be updated by someone else.

I've managed to set up a dynamic web template. that has clearly defined
editable regions. It's all well and good.

But the user still has the ability to "detach the from web template". and
destroy the whole point of the exercise.

Although the users would be instructed NOT TO detach template. But I want,
in deference to murphy's law, remove the ability to detach.

(the web server is running IIS with frontpage extensions, if that matters.)

Is this possible?
 
The user must be using FP2003 and there is no means of locking the template to the page, you would
need a content management system where the user doesn't access the page directly, just from within a
browser.
