For a Digital LCD monitor you need to use a DVI (Digital Visual Interface)
cable. As for the Video card, all depends on what you already have... a
cheap factory installed video card may not get the monitor up to its full
potential.

Not necessarily. However note two points:

1. Unlike CRT monitors, which can successfully be run at a variety of
resolutions, an LCD monitor normally runs well only at a single resolution,
called its "native" resolution. Be sure that your video card supports the
native resolution of the monitor you buy. If it doesn't, you should replace
the video card.

2. Many LCD monitors (for example most, if not all, 20" ones) have a
non-standard aspect ration (are wide-screen). Your existing video card may
not support the aspect ratio of the monitor you buy.

Also, make sure the connection between the monitor and video card are
compatible. Many LCD's come with only a DVI input and older video cards may
have only an analog connection, so a converter would be required.

Right, you can also get video cards with the DVI connector.
