'Layout > Page Vertical alignment' Problem

In Word 2007, the
'Page Setup > Layout > Page Vertical alignment > Center'
'Page Setup > Layout > Page Vertical alignment > Bottom'
commands are not functioning.

I am trying to use these commands in Sections within documents in which the
Vertical Alignments of the other Sections are set to 'Top'.

Otherwise, that is when the 'Centre' or 'Bottom' 'Page Vertical alignment'
commands are applied throughout a document, these commands function properly.

Is there a way in which this problem can be dealt with?

I have just discovered the cause of the problem - an overloader Footer.

The Footer that I had created was higher than the Bottom Margin.
