Layout issues?

Everytime I open Word it defaults to this weird layout and doesn't allow me to work properly. I have uninstalled and reinstalled and still the same thing

Both screenshots are Page Layout view, except the one you don't like has
Text Boundaries turned on. To turn those off, click on Tools | Options
| View | uncheck the "Text boundaries" box. What is not allowing you to
do properly?

In Tools > Options > View, uncheck "Text boundaries".
