Launching Task Manager takes 70 seconds XP SP2

I have a Dell Optiplex GX620 3.0GHZ Dual core with 2 GB Ram and a ATi
Radeon X600 256mb, 80 GB Sata drive. When logged into our domain and
I try to access task manger via Ctrl alt Delete or ctrl shift esc it
takes 70 seconds minimum to come up. When I am logged into the local
computer it comes up right away. I have reimaged twice and loaded XP
SP2 fresh with no other software and soon as it logs into the domain,
anytime you try and go to task manager it takes for ever. I am totally
stumped
 
The profile might be corrupt. Attack the problem from the domain side. Log
in as another domain user or admin to check if there is a difference.
 
Suggestion:

When your computer is connected to a network, booting up Windows XP can take
a long time.
A big part of this time is taking up by updating the group policies.

This tweak lets you log on before this process is finished. Because of this,
booting up is much faster.

Manual:

Go to the registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system

In this key, look for the following values:

SynchronousMachineGroupPolicy
SynchronousUserGroupPolicy

By default, these values don't exist. If you can't find them, create them as
REG_DWORD values. Set both values to 0.
