Launching Outlook Express for viewing .eml files

I would like to configure IE6 to launch Outlook Express when displaying .eml
files similar to how it launches Outlook when trying to view .msg files.
Right now IE is trying to render .eml file natively (within the browser) and
they do not look right. I have associated .eml extension with Outlook
Express using the Windows Explorer. If I double click on a .eml file from
Windows Explorer, Outlook Express is launched. So, I believe the association
is in effect. Also, if I change the extension of the file to something else
(like .emm) and associate that extension to Outlook Express, IE does launch
Outlook Express. So it is looking like for .eml IE is ignoring the
association and trying to render the file natively. Is there a way to change
that.

Let's make sure your file association settings for .eml files are correct.

Go to My Computer...Tools...Folder Options...File Types tab.
Scroll down to the .eml Internet Email Message file type.
Click on it to highlight it. I take it already says, Opens with: Outlook
Express.
Click the Advanced button.
Under Actions: click "open" to highlight it, click Edit.

These are the default values:

Action: Open
Application used.... "C:\Program Files\Outlook Express\msimn.exe" /eml:%1
Use DDE - checked
DDE Message - blank
Application - msimn
DDE Application not running - blank

The setting on my system are as you described below. If I double-click on a
,eml file, outlook express is launched as expected. The problem is only from
when trying to get IE to launch Outlook Express.

From http://www.fjsmjs.com/OE/defaultl.htm

Go to Start | Run and type this command, with the double quotes and spaces:

"C:\Program Files\Outlook Express\msimn.exe" /reg

and then make sure that OE is selected as the default mail program in both
IE and OE.

To set Outlook as the default mail client,- Go to Start, Run - Type in the
following with quotation marks and press OK
"C:\program files\microsoft office\office\outlook.exe" /checkclient
