launching MSN problems

I have Verizon FIOS for my internet connection. The following is an error
message I get everyday as the MSN web-site fails to load onto my omputer even
thought I have it set as my default homepage. It is becoming a real problem:

The website declined to show this webpage (HTTP 403) Internet Explorer is
able to connect to the website, but Internet Explorer does not have
permission to display the webpage. This can happen for a variety of reasons;
here are some of the most common:

The website's administrator has to give you permission to view the page or
the web server does not accept public webpage requests. If this is a website
that you should have access to, contact the website administrator.

How do I overcome this problem?

Please repost your question in a newsgroup supporting Internet Explorer. The
Microsoft webpage can be confusing; this group is first alphabetically, but it
is for the database software Microsoft Access. Please scroll down the list and
find a group for your version of IE.
