Launching excel documents outside of the application

when you can't launch an excel document outside of excel
(windows explorer) I know there is a setting somewhere to
allow you to do that but I cannot find it....anyone know?
 
I believe going to Tools; Options; General and unchecking
Ignore Other Applications will do the trick.
