Is it possible to launch pocket internet explorer with a pre-defined URL
from within an application. Say for a help file? If it is how so?

You can use either the CreateProcess or ShellExecute API calls which require
P/Invoking from .NETCF Code. Both are included in the OpenNETCF WinAPI
library
