Could not establish connection to network.

Hi All:
I'm developing an application for Pocket Pc with VS2008, CF 3.5, C#,
I add a Web References for my project(WebService)
After I connect to the device"Pocket PC 2003 SE Emulator",and this is sucessed..
Then I input the address in the Internet Explorer such as http://10.40.4.112:8090/PDAWebService/ ,it throw the error message"unable to connect"
