Latency After Ctrl+alt+del ~ 2 Mins before Username - Password Dia

I am the hardware support specialist for a semi large organazation, and as a
function of my job I have to deal with Windows OS questions. Reciently I
have gotten several complaints about latency afer the ctrl+alt+del at logon.
It takes about 2 to 3 minutes for the logon screen to appear after hitting
ctrl+alt+del. I have only noticed this on one specific type of workstation
(HP nc6220 notebook), and have only seen this on 3 different workstations. I
do not believe that the specific model has anything to do with the issue, as
we have hundreds of this type of notebook deployed and I have only seen this
on three occasions. I have tried replacing the GINA.dll in the registry with
no luck. Google produces no answers as well, so I am posting here for your
expert advice. Any ideas? Thanks in advance.

Are these PC and notebooks connected through a domain network? Has anything
changed as far as the servers on the LAN? Routers?

Yes, these workstations are on a Novell Network. I thought it might have
something to do with the Novell client (4.90 sp2) that was installed. So I
uninstalled the Novell client software, which replaced the nwgina.dll with
the standard msgina.dll. It happened even after the Novell client was
uninstalled. I then installed the newest Novell client (4.91), same thing
happens. It also happens when the comptuers are not connected to the
network. The server / routers have not changed. Like I said this is only
happening to 3 notebooks to my knowledge. I believe it has somethng to do
with the OS, but I don't know where to look.
