Last Domain Controller unable to reach forest domain

I have two domains a.local and b.local and a.local is the forest root. I
recently lost
connectivity between the domains and am trying to dcpromo the last DC in
b.local to
stand alone status but it will not let me because it cannot reach the forest
root a.local.
Is there another way to do this without reformatting the drive?

Hi

If you go with the metadata cleanup option, you'll need to tidy up the
orphaned domain also:

It looks like I will have to go with the forceremoval option. For whatever
reason the trust is still there but I cannot connect them.
