Laserjet 5si fuser offset problem

I have a customer site that has a 5si that it's fuser builds up
toner on the heat roller to the point of getting repeat images
(offset) and smudging. Most of the buildup is in the center of
the roller. I have tried replacing the fuser, then the DC
controller board. Each time the problem reoccurs in about 6
months time.

Any suggestions?

Parts Now told me there is a newer version of the fuser available with a
different part number. I don't have these numbers available right now but
maybe someone else knows.
