Laptop can't see ADSL router

I have connected a laptop running XP Home to a SpeedTouch 510i ADSL router via Ethernet. The laptop cannot obtain a valid IP Address. It pings local host successfully. But it can't see the router. Another XP Home laptop connected to the same router works flawlessly. It picked up the router PnP within miliseconds and hums away happily. There is no LAN set up. The two laptops are not meant to share anything but the ADSL connection. Any thoughts will be appreciated.

The pc that isnt getting an ip might be having problems
if the other pc is taking it's ip. Try going into your
router setup and setting the ips as "DCHP Server" and
then in each laptop, go into the lan connection, click
properties, select the tcp/ip protocol properties, and
click assign automatically for the ip bit and dns.

If you cant get the router to be a DCHP server, at least
make sure the manual ips on the laptops are different,
and the subnet mask is usually 255.255.255.0 i think.

Also on the question about the upnp of the router, on the
pc that it isnt working on try going into add/remove
programs in control panel, then add/remove componants,
then click networking services, and make sure the detect
gateway and universal plug and play are ticked. In
network connections it should then show up.
