You can't do that, because XP doesn't provide arabic and hebrew keyboards
under Regional and Language Options in the Control Panel, and the Character
Map does not provide those languages' characters either.
You'll have to buy an Arabic or hebrew version of XP and install it as part
of a dual-boot system.
