Language Problem in "Outlook Bar" only!!

I've got a machine with WinXP OS & Office XP installed. Complex script &
right-to-left languages r installed too (in "Regional & Language Options").
In the "Advanced" tab in "Regional & Language Options" "Arabic (UAE)" is
choosen for non-Unicode Programs.

The problem is that Items written in Arabic in "Outlook Bar" appear with
unreaded letters, while they appear in Arabic in "Folder List".
If "Arabic (UAE)" isn't choosen for non-unicode programs the problem appear
in both "Outlook Bar" & "Folder List".

How can I solve this problem?
