Language localisation and admin password rejection

Hi,
I am running a software program that is a Java Desktop
Environment. Part of the Admin tool requires connection to
the computer storing the JVM.
When i try to connect to my local machine (localhost) and
input an Administrator login and password (as is required)
the username is rejected.
The software provider states that this is due to the
language localisation of admin i.e I could add a script to
the program like 'adminGroup=adminstrateurs' in French.
Question is, how do I find out and reset the local
language. Microsoft Knowledge base #329202 gives a
workaround in Regedit:

Start Registry Editor.
Locate and then click the following registry setting:
HKEY_USERS\S-1-5-18\Control Panel\Desktop
Note the value of the MultiUiLanguageID registry key.
Change the value of the MultiUiLanguageID registry key in
the following registry settings to match the value that
you noted in step 3:
HKEY_USERS\S-1-5-19\Control Panel\Desktop
HKEY_USERS\S-1-5-20\Control Panel\Desktop
Quit Registry Editor.
Restart the computer

Unfortunately I do not have a MultiUiLanguageID reg key.

Any help would be appreciated
