Language gone "wacky"

I use Opera and Avant.
After a start up, the tool bar on both of these are in a foreign language.
Also, the drop down menu has the same problem.
Both browsers have a translation choice, but does no good if you can'tget to
theme.
Both of these appear to be in an Arabic.
I tried IE, it's okay.
Can anyone help in correcting this problem.
