I live in non-English speaking part of Europe, the most backward and
myopic part of the world. It is impossible to find a desktop machine
with English edition of Vista Home Premium.

Is there any way to change or upgrade from *non-English* edition of
Vista Home Premium to English edition of Vista Home Premium? What can
I do to overcome this problem?

any language you want.

I love Ubuntu. The only thing that I can't do with Ubuntu is
GoogleTalk. I cann't do voice chat. Even though I hate Windows from
core of my heart, I have to get it right for other members of family
who play games. Most of their games don't run on Ubuntu.

You live in Washington, DC?
It is impossible to find a desktop machine
with English edition of Vista Home Premium.

The only thing you can do is purchase a full license of an English
language version of the OS, format the hard drive, and install it.
