Hi there

I am now at a unversity in the UK and within our accomadation we have a LAN.
About 320 users who are able to use a high speed internet with no problem at
all.
We want to be able to share files over work groups. We can all assign
ourselves to a workgroup such as "MSHOME" or whatever we choose. However some
people still cannot see other peoples computers on that workgroup! why is
that?

Also we want to be able to share a folder to certain users via a password
restricted use. Im running WIN XP HE is that feature disabled?

According to this page

http://www.microsoft.com/windowsxp/using/networking/learnmore/filesharing.mspx

It doesn't state whether is it applicable to HE or PRO? The screenshots they
show are much more detailed. Is my XP Home only showing a simplified sharing
option box or do I need XP Pro?

you may have a master browser issue. quoted from http://www.ChicagoTech.net
How do I know I have a browser problem

When you open My Network Places, the computer list you see is obtaining from
the master browser of your network. You have a master browser issue if you
have the following symptoms. 1) If you can ping a computer name, you can
search it, you can map it, but that computer doesn't show or take long time
to show up on My Network Places.
2) Net view command shows no lists or shows "System error 6118 has occurred.
The list of servers for this workgroup is not currently available".
3) when clicking on Computers Near Me in My Network Places or workgroup name
in Entire Network, the following error message may appear: "Cannot Access
'Computers Near Me' " or "Workgroup is not accessible" errors.
4) when click workgroup name under Entire Network Places, you get "Workgroup
is not accessible. You might not have permission to use this network
resource. Contact the administrator of this server to find out if you have
access permission. The list server for this workgroup is not currently
available."
5) Windows Explorer or My Network Places take a long time to open.
6) Event logs on servers show many master browser election messages.

It's not surprising that network browsing is unreliable with so many
users in a workgroup. To access another computer, even if it doesn't
appear in Network Neighborhood or My Network Places, type its name in
the Start | Run box in this format:

\\computer

That Microsoft web page applies to XP Professional, not to XP Home
Edition. XP Home Edition doesn't have permissions for shared folders,
and there's no Security tab in the properties.

To control network access to an XP Home Edition computer, create a
network password for the Guest account. Anyone who tries to connect
to the XP Home Edition computer over the network will be prompted to
enter the password. To create a network password:

1. Click Start | Run.
2. Type "control userpasswords2" in the box and click OK:
3. Click Guest.
4. Click Reset Password.
5. Enter the password where indicated.
