You did not mention what version of Word or Publisher you are working with.
Of it is Office XP, you can use the mail merge in Microsoft Word to create

Neither Windows XP nor any other operating system has this
capability. This is a function of an application program, not an
operating system. Tell us what program you're trying to use to do
this, and someone here can probably help you.
