KeyBrd Error when Booting to Safe Mode

While booting Windows XP Pro, I press the F8 key so that it boots
into the Safe Mode (Option List from which I can pick Safe Mode).
Sometimes, I get an error that states something like:

KeyBoard Error
Press F1 to continue or F2 for Setup (or similar)
and it frezzes up.

1) Why the keyboard error ?
2) Why the freeze-up ?

Some systems are more sensitive than others to the timing of the key
press when you start them. Just wait a little bit longer before
pressing F8.

You pressing the F8 repeatedly? could be filling up the Keyboard
buffer.

Or

Your hitting it during the keyboard scan and giving it a result it's
not expecting.

Both guess's, but don't hit F8 until after the bios does it's post.
