A friend of mine is having a problem with having to type
slowly on the keyboard. If he types fast and a word has
the sames letter in the word sucessively like Illinois,
he will only get one "l".

Any info on this issue would be appreciated.

Two thoughts on that. First, tell your friend to make sure to press the
l twice. Second, tell your friend to check the Keyboard settings in the
Control Panel to make sure there isn't any setting in there dealing with
repeating letters or anything like that.
