I don't think there is a keyboard short cut for that. see this site. http://www.cpearson.com/excel/KeyboardShortcuts.htm
it shows all standard keyboard shortcuts
there is an icon for that.
tools>customize>commands tab>catagory edit>looks like a clipboard with 12 on
it.

Keyboard shortcuts for paste special>values, formulas?
Most keyboards have a button to the left of the right Ctrl key which is the
equivalent of doing a right-click with the mouse.
If you press that key followed by "s" you bring up the Paste Special menu.
Then pressing "v" will paste special values, or pressing "f" will poaste
special formulas.
