keyboard command(s) for start menu & taskbar

[I only have one question]

I'm sharing a computer with an unusual video monitor instead of a standard PC
monitor. Monitor is super-wide and a bit of screen image is lost at top or
bottom.

I had a happy accident of unintentionally bashing my keyboard and the start
menu + taskbar suddenly appeared vertically on the right instead of
horizontally below.

How can my colleague re-create this in her login? She can't drag the taskbar
because it lies below the screen image.

Right-click on empty Desktop>Graphics options>Rotation>your choice.

Can she not see the taskbar? If she can, she can surely drag it up and to
the right (though it might need to be right-click > unlocked). If she can't
see it, how does she use it?

Monitors have buttons on them to control the screen position. If your video
device has similar functionality (check the manual if not sure), use that to
hike the image upwards until the taskbar is moveable, then back down.
Although the Start button might then be off the top of the screen...

But above all, I should check the manufacturers' websites for the proper
drivers for your display device and your computer's graphics chip/card so
that you have the best chance of being able to set your display size so it
fits properly (Control Panel > Display > Settings tab > Screen resolution
slider).

So as not to hide essential parts of the Desktop,
adjust screen area (dots per inch) to ensure all
the Desktop remains on screen. You reach this
by right clicking on any empty patch of Desktop,
select Properties, then
select / Settings / Screen area

1. For speed of trials, go first to
/ Select / Advanced / General
and check the box for instant settings adjustment
(without rebooting the PC, which takes extra time,
40 too 100 seconds.) Some monitors do not like
this i.e. require reboot.

2. in / Settings / Screen area you slide the pointer
horizontally to the desired setting. E.g.
old VGA standard is 640 x 480 pixels
but I use for choice 1024 x 768.
If your monitor accepts resetting without rebooting
you can experiment until you find a Screen Area
setting that hides no essential part of the Desktop.

3. Then check that your video adapter (card) drivers
are the most recent -- usually done by identifying the
adapter make and model no. ( via / Control Panel / Device Manager)
and downloading from the manufacturer's web site.

4. When you are sure drivers are up to date (for your
OS) go to step 2 and find the best setting for permanent use.

Very simple fix. Grab the Taskbar on any corner and pull it back to the bottom as before

Both as you posted is for the image on screen and not for the Taskbar

You did mention that the user cannot see the taskbar.
Mick Murphy's suggestion may work, flip the screen to make the taskbar
visible then move it.
