keyboard characters not as expected

Characters appearing when symbol keys are used are not
those on the keys; i.e., one may get a tilde instead of a
quote, or some weird non-English symbol for a semicolon.
The question mark is non-existent. Letters and numbers are
not affected. How does one correct this?
 
Hi,

Make sure your keyboard languages are set to the correct language:
Go to the control panel, double click on 'Regional and Language Options',
click on the languages tab and then on the 'details' button.
In there, make sure all the options are set to your country, i.e. either the
UK or the US probably.
