Key repeat is slow despite fastest setting

In the last week, my key repeat has slowed significantly.
I have always had my "Control Panel" "Keyboard" key repeat
and delay set for the fastest speeds. How can I fix the
problem?

Did you run the Keyboard Troubleshooter?

Is your BIOS setting set for keyboard delay/repeat enabled?
Maybe your BIOS has no setting for this or it might be disabled.
