Please learn the difference between 'reboot' and 'reinstall'.

Reboot

To restart a computer. In DOS, you can reboot by pressing the Alt, Control
and Delete keys simultaneously. This is called a warm boot. You can also
perform a cold boot by turning the computer off and then on again. In

Reinstall

To use the operating system disc to put the system back as though the
operating system had been newly installed, without any user customisations.
In some cases, such as yours, this is done with a 'recovery' or 'restore'
disc, which puts the system back to the state it was in when it was built -
including any software the manufacturer chose to include.
Have you installed the keyboard driver? Are the language settings correct?
Have you tried another keyboard (if you really do mean that the key does not
function)?
