Hi,
You posted through the web interface to newsgroups. Are you using another
machine?
Try this... From Control Panel> Internet Options> Advanced> uncheck "Enable
third party
browser extensions." That may allow IE to work. Or, you might also be able
to browse and download programs from the address bar of Windows Explorer.
You should re-enable browser extensions after you resolve this.
Here's my standard post for kernel32 errors...
Another program is interfering with IE- possibly an adware, spyware,
parasite program.

Or...
A legitimate program running in the background may be causing this. Disable
(for diagnostic purposes) programs such as pop-up blockers, security,
anti-virus, etc. Also... notorious for causing problems- Gator, Kazaa and
some others. You may have to reinstall, or not reinstall, a program.
There are other possibilities for KERNEL32 errors, including corrupted or
outdated video drivers

Start at Control Panel> Display> Settings> Advanced for information on your
video adapter/driver including (possibly) a link to the manufacturer's
website.
