Keep a window open

Is there a way to keep a window open in the forground
while working on a windoe in the background.
ie. Have a small window open on oneside of the scree
while working a program that take up the whole screen.
 
R-click the taskbar and choose "Tile Windows Vertically". You can drag the
edges of the windows to suit.
