KB940199 hotfix needed

KB940199 Error message when you try to install a new hardware device on a
Windows Vista-based computer: "Windows encountered a problem installing the
driver software for your device"

I got this error. My usb flash disks do not work at all. And I cannot
install the driver.

Can anyone send me this hotfix?
