KB832483 - Is it safe to install?

Anyone had any problems with their computers after installing this update?
Did they ever issue a fix for the 824145 that was causing the scrolling
problems?

There have been reports of trouble, and at the moment I would leave it
on one side

Some have had problems after this update, and sometimes that has been fixed by
running the following from Start/Run (after the reboot):

regsvr32.exe "%ProgramFiles%\Common Files\System\Ole DB\oledb32.dll"

Did they ever issue a fix for the 824145 that was causing the scrolling
problems?
