KB update to Office 2003

I have created a GPO to deploy Office 2003 by means of a DFS (admin point) with a MST (transform file). Within this Admin point I have added the office updates (full file) provided on the microsoft site by means of the msiexec against the msp files.

My issue is there is a KB 829558 which is needed for Access to work correctly, however this is a client side executible and as such I don't know how to include it in the admin point?

My questions/thoughts
Is there a method to extract/create the msp file for this .exe?
I could wrap it into a MSI but as I understand it the Transform file only allows you to launch EXE or BAT files.
Last thought is include the MSI in the transform file by means of having it copy to specifiied location when the GPO runs and include a BATCH file in the transform file to run the MSI.

Any one got ideas or run into this? I don't understand why such an import update is not included as a MSP??? If you try to even run the default NorthWind database in Access it fails!!! Kinda stupid
