Those logs are related to the folders with the same name\number that are
also listed under \Windows. They are used to uninstall that KB***** if, for
some reason, you deem that necessary. If you installed these
updates/security packs months\years ago and things are working just fine
then, yes delete the folders and the same named\numbered log files. DO NOT,
repeat, DO NOT delete the \$hf_mig$ folder under \Windows
The KBxxxxxx.logs have absolutely *nothing* to do with the
uninstallation of an update. That information is stored in the
$NtUninstallKBxxxxxx$ subfolders.
The size of all of the KBxxxxxx.logs is trivial compared to the
potential size of the $NtUninstallKBxxxxxx$ subfolders.
On this 6 year old installation of XP the KBxxxxxx.logs total size is
2.8 MBs.
If you need to reclaim disk space and all of the updates installed so
far have not caused any issues, then see this to clean up the
$NtUninstallKBxxxxxx$ subfolders:
