Just Plain text

I will like to change the OL 2003 Message format to plain
text, but I need to have to kind of lock so users do not
change it back.
I do not know if there is a way I can control this in
Exchange 2003.

ESM -> Global Settings -> Internet Message Format -> Message Format ->
Provide message body as plain text.
 
Is there a way I can discriminate 2 groups for this.
Some for Plain Text and other for HTML.
