Just a Blue screen and mouse cursor---Help!

When I boot Windows looks like it's loading, then I get a blue screen
and a white mouse cursor. The cursor can be moved around the screen.
The machine won't respond to ctrl-alt-del at this point. I tried
booting to Safe-Mode with similar results (the "Safe Mode" is
displayed in the corners). What can possibly cause this? I did a
Spysweeper check and full NAV check the day before. Can a corrupt
win.ini cause this? Bad hardware?

Sounds like it halts on booting into 32 bit mode. Therefore it's more like a
corrupt driver (file)

Can you restore to last good known configuration?
