If I understood properly, your issue is: the received messages of one
e-mail address are always put in the Junk Mail folder.
Is that correct?
Based on my experience, you can create a rule to prevent this from
happening. (Note that usually this scenario is also caused by a rule.) To
do this, follow the steps below:
1. In Outlook 2003 (take Outlook 2003 for an example), click Tools>Rules
and Alerts
2. Check if there is a rule that moves the messages from this e-mail
address to the Junk mail folder. If there is, delete it.
3. Also create a rule that moves the messages from the address to a folder
you specified. For example, the Inbox.
If create a rule does not help, then we may need more information for
further troubleshooting this issue:

1. Does any other member of this distribution group have the same issue?
2. What type of Outlook account are you using? Is it an Exchange account?
3. Add another junk e-mail address to your Safe Recipients List for a test.
Does the message from that address can be placed in a folder other than
Junk Mail folder?
