Junk Filter Words - Gambling e-mails blocked

I run a website about gambling law. A lot e-mail I receive that asks
questions about gambling winds up in my junk mail folder in Outlook
2003. How do I override whatever rule Outlook 2003 has that puts
e-mails with "gambling" words into junk mail status

older builds ran rules first - now they run after junk if you get a lot
of these messages, you can run rules on the folder at any time and move them
out - otherwise, disable outlook's junk email and use a different junk
filter.
