Junk email filter only partially working

I have Outlook 2003 SP2 installed on my system at work and at home
getting email from my ISP. At work the junk email filter works pretty
good. I only get a few junk emails a day coming through to my inbox. On
my home system which is setup exactly the same as work (I leave a copy
of email on the server for a few days), on average 80 out of 100 junk
emails will go to my inbox and 20 will actually be caught in the filter
and go to the junk folder.

I have looked in the blocked senders list and it is huge. I compared a
few entries against junk that got into my inbox and it appears to not
be working all the time, and when I click to add to "Add Sender to
Blocked Senders List" it does not appear to be adding all the time
also!

What can I do to fix this?

Are you running the latest Junk E-mail Filter definitions? Run Office Update
to verify this.
Note that having a huge block list doesn't help much as practically all
addresses from spam messages are spoofed and only used once. Only add
addresses that are used repeatedly like from list subscribtions you can't
unsubscribe from.

Additionally you can try setting the filter level a setting higher.

setting I could go to is "Safe list" and I really don't want to do
that.

Office update says everything is up to date.

Like I said before, it appears to not be using the "block senders"
list. Is there any way to fix this?

Is the address the SPAM mail is addressed to in the Safe Recipients list? If
so remove it.

No. My email address is not in the Safe Recipients list.
