Junk email copied to conflicts folder

Not Really Me

I have the junk email filter turned on Outlook 2003. All (or almost all) of
the email that goes in the Junk email folder also shows up in the Sync
Issues\Conflicts folder.

Outlook is connected to Exchange Server on an SBS 2003 system using cached
exchange mode if that matters.
