Empty Junk Email Folder - any recovery?

A user accidentally dragged a folder to the junk email folder, then emptied
it. Outlook 2003, Exchange Server 2003. It's not in Tools/Recover Deleted
Items. Is there any chance of getting the folder back?

You don't have retention enabled on the Exchange Server?
Otherwise you could still recover from backup. With the use of a Recovery
Storage Group it is possible to do this without affecting the current
installation or mailbox.

Perhaps the Recover Deleted Items feature of Exchange will help.

retention is enabled on the exchange server, does not seem to retain anything
when you right click Junk Mail folder and pick Empty... Should it?

Yes, retention is turned on on the exchange server, but when you go to
deleted items folder in outlook, and go tools/recover deleted items, it only
shows items that were deleted from the deleted items folder, not the contents
of the Junk Email folder that was emptied.

But the folder that contained the original folder you dragged may also allow
recover Deleted Items. Dragging a folder out of another folder is similar to
deleting it. Open the folder thaat contained the folder you dragged and see
if Recover Deleted Items works there.
